IIRC Brandan´s or May´s family were from Jotho, and they moved to Hoenn, I´m not sure, I think I see someone speaking about it in the game.

And the first boy you see in Lilycove is from Kanto.

In the oceanic museum, they have samples of water from Kanto and Johto. Plus there is that guy in lilycove who says "I came here from kanto," or something like that.

There were references to other Regions in RS. Most of them removed from Emerald for some reason...

Yep. Someone says Norman moved with his family from Johto. There are water samples of Kanto and Johto in the Slateport Museum. They say dedicated fans come from Kanto and Johto in some house at Sootopolis. There's that guy in Lilycove that says he's from Kanto. Bruno and Bill are mentioned as well.
