It's a really strong pokémon, but I don't really occupy myself with EV's, so I can't really help you with that.

I won't give up!
Max out its HP , its SpD is high enough. After you've done that it's up to personal preference. You can put some into Def. and SpA or into SpA and Spd.
I personally like Bold nature better on Regice but okay.
