LOL!!! Those are the UNOWN Friend Areas: ;201-m; those guys.
The Friend Area is called Ancient Relic (The same Friend Area that Baltoy has). I've befriended all 3 Regis and it's near the bottom left of the Friend Area map (Though if you haven't got it the location doesn't matter). For all I know it's obtainable after Rayqauza 9It wasn't there before).
Some free tips:
*Regirock is Lv18
*Regice is Lv23
*Registeel is Lv25
*Their recruit rate is 0.1%
*The rate rises a bit if you have their respective part with you
*You can't befriend them the 1st time since they each give you a part
*Rock Part, Ice Part and Steel Part together make the Music Box
*Beat RR and RI then leave and come back and you can recruit them easier.
*That's impossible with Registeel because once you get the Steel Part they combine to form Music Box. So Registeel can't be increased.
To sum that up beat Regirock and Regice to get their respective parts then come back again and again until you befriend them both, then beat Registeel to combine the parts to form the Music Box, leave and return to beat Registeel and pray of recruiting him. YOUR REWARD IS HERE:
With the Music Box on floors 36-98 there's a chance Mew will appear. His recruit rate is 0.9%

Actaully you could obtain all three parts and stop them from becoming the Music Box. I simply attached one of the parts as a hold item to my parthner. Then after you clear the dungeon, you can have all three in the item bag at the same time in the Town Square. They won't join togeather untill you go inside a dungeon.

Regice=Unlikely: Must have Ice Part or Music Box.
Registeel=Unlikely: Must have Steel Part or Music Box.
so you can have either in your bag in order to get them. I got registeel on my first try (second time I saw him).
