Exactly, go to Sootopolis and dive underwater there and then go search in the seaweed. It may take awhile, as it is very rare, and you mostly find Clampearl and Chincou. But eventually, you'll find one. They are kinda hard to catch, and sometimes hold shards (I don't remember which one though) .

I have a VBA so I'll just State save ^_^ (State save is when you save on your computer e.g my guy is confused, I state save before attack, if I hit myself I just hit F1 and I can attack again with out the damage taken from the damage from before)

the place where i catch relicanth is by lilycove city, you head to the beach and surf to a small diving spot that looks like a square and dive and look in the seeweed thats where i found my relicanth
