Eh, no. Metagross 2KOs you and is faster. What gets Metagross is Counter. If you can't trade, then just use Thunderbolt or Calm Mind. Blissey is not a Metagross counter.

Timid Starmie does not need Max Speed. 350 is the most you need. Use Starmie as your starter.

Even though it is my third-favorite pokémon of all time, this pokémon is in the same vein as Zam, really. What pokémon besides Salamence are you really going to scare off? And what do you do when Snorlax or Blissey come in to ruin your fun? Starmie has better things to do, and quite frankly, it should only be starting ingame or in a Stadium Mode Format.

So it is a valid starter in-game since you won't be facing Snorlax or Blissey type critters very often and Starmie hits pretty much everything...
