Water Spout has shit for PP, go for Calm Mind in that slot.

Palkia's doin the same thing as Kyogre, except Fire Blast is weakened, you only need
your two STAB moves for coverage anyways.

i think that one or two pokemon in the elite four do.
i think the houndoom but i may be incorrect.

anyway, ice shard will help anyway for priority against speedy flying types and pokemon with sturdy.

^Sturdy doesn't work like that in 4th gen,

Stockpile is an option, especially if you abuse Rest+Hydration.
