Roaming Legendary IV Generation

I'm trying to get a Suicune with decent stats in my copy of Emerald. I've played through FR twice, traded Suicune over each time, and found it to have poor IVs. I'm working on my third run-through now.

I recall reading that Latios/Latias have their IVs generated at the start of the game, meaning you have to start a new game to generate a new set of IVs for them.

Are Suicune and friends' IVs generated at the start of your game, like Latios/Latias, or generated when you encounter them, like stationary legendaries?

If the latter case is true, it will save me quite a bit of time in my Suicune farming, so any help is appreciated.

If I remember correctly Suicune, Entei and Raikou's IV's are generated once you give Celio the Sapphire. So you could just save before giving the Sapphire and then soft reset after you catch and check its IVs with an IV calculator. Although The Suicune will have a good chance of having bad IVs because, apparently the roaming legendaries always have bad IVs unless they are caught in Colosseum.

I'll try saving before handing over the sapphire on the file I just started, and determine whether or not they're randomly generated. That'll be a bit of a pain, though, since I can't cheat by trading a Suicune over from Emerald to let me track it in my pokedex, if I can't save after coughing up the Sapphire. I'll post the results here, if anyone besides me cares.

When you say roaming legendaries always have "bad" IVs, what, exactly, do you mean? Are their IVs hard capped at a certain individual or total value, or do you simply mean that they'll usually have lower IVs because it's a lot more time consuming to keep retrying for good IVs, compared to most other pokemon?
 
From what I've found, their IVs tend to be no higher than about 9 in any given stat. It was mostly like 0s and 1s though.
