Rash Nature (obviously not the best nature but its damn good that it rises its Special attack iirc)

Blaziken (M) @ Leftovers
Trait: Blaze
EVs: (Never took note of them :/ He was my starter pokemon so...)
Careful Nature <--ROFL

- Rock Slide
- Sky Uppercut
- Swords Dance

No I'm not breeding my starter to change the nature of it/do EV training. Kthx.

- Dragon claw <--lol HP is so hard to get in-game. Mine is bug -_- Thunderpunch instead?

Bleh I want gross/sala somewhere in there. Bleh. I want to keep the starters though. Doesn't matter. Anyway RMT

Safegaurd's always an option over thunderbolt on Latios and I'd definately go with thunderpunch over dragon claw on Sceptile. I'd also rebreed Blaziken, but you already said you wouldn't so...yeah.
And if you have Emerald you could get rid of all your Latios' EVs and then EV train it....
