I believe I can fly.
If you want to have all options for attacks, Roselia learns it's final attack (Synthesis) at lv. 46.

It doesn't really matter. None of her attacks are extremely useful after Toxic Spikes at level 28.

Uhh this thread is basically spam. You could ask in the Official Help Thread, but there truly isn't a "best" level. It just depends on what moves you want it to learn.
