So then I wonder which important trainer will be a Rock type specialist. It would be very odd to leave just one type out.

it looks like a pattern that repeats itself in odd generations since black and white:

Gen 5: No rock-type trainer.
Gen 7: No ice-type trainer. (I don't even consider Sina, she doesn't even have an official artwork).

Gen 5 didn't have a user of the Steel-type either.

Gen 1- Evil Pokemon Mafia out to take control of the world
Gen 2- Mafia man's henchmen return to complete former leader's goal in order to get him back
Gen 3- Eco Terrorists try to expand world's Ocean/Land through Primordial force (but accidentally trigger the apocalypse)
Gen 4- Terrorists blow up lakes and kidnap pokemon with the ability to forcibly control the pokemon who presides over time and/or space with the intent to draw out the pokemon in charge of the Upside Down in order to literally remake reality in their image
Gen 5- PETA pretenders try to monopolize the use of Pokemon to take over the world
Gen 6- Ridiculously flashy....Business Man? Tries to fire off an ancient weapon in order to kill all humans & return the world to Pokemon
Gen 7- Misunderstood streetpunks + Pokemon Preserve leader who is obsessed with Ultra Space because her husband somehow disappeared into it
Gen 8- Fanboys obstruct gym challengers so their bae has a higher chance of winning
Gen 9- So far it seems to just be a group of Mad Max-inspired, rave-loving, biker punks from the same academy you are from

Clearly he meant that the threat level has gone significantly down for these 'evil teams', but at least Team Star look more 'fun' and interesting than Gen 8's. That was the most pathetic excuse for an antagonist group I've ever seen. I get wanting to change things up so there will still be an antagonist group but not really 'evil' but Team Yell was just stupid.

Evil teams really have been in a downward spiral since gen 7.
I actually don’t count Lusamine or the Aether Foundation or Rose as evil team leaders as their plans were more misguided and not thought out very well and had unexpected consequences. Lusamine was just a woman that lost her sanity trying to find her husband, sort of like how President Haltmann was driven insane trying to find Susie in different portals and never knowing she had come back to him in Kirby Planet Robobot. The Aether workers only attacked you because you were technically trespassing and entering secured areas and probably thought you were trying to hurt the Pokémon there and doing whatever it took to protect them. Rose just didn’t realize how dangerous Eternatus really was or that it had caused the original Darkest Day event. Remember no one knew what the Darkest Day was thousands of years after it had happened or if it was even a Pokémon that was the threat.

Here is how I tend to associate all of villainous team leaders with the seven deadly sins including vanity, which could maybe hint at what Team Star's Leader will be about.

Giovanni - Greed; sees pokémon as tools for profit.
Maxie and Archie - Gluttony; they each want something in excess, expanding the land and ocean respectively.
Cyrus - Vanity; thinks himself perfect and wants to reshape the universe in his image.
Ghetsis - Pride; deems himself as some sort of God, I think...
Lysandre - Wrath; hates and seeks to destroy the current world.
Guzma - Envy; in the anime at least, he is jealous of Kukui and wants to prove himself better than him by destroying his dream.
Piers - Sloth; not bad, but lacks ambition and interest in making himself and his gym more renowned.

So maybe lust for Team Star's Leader?

If that's your metric for evaluating them, you need to exclude Maxie and Archie too; after all, they thought (for some reason) that they were doing good, and had significant regrets when they saw the reality of what they were trying to do. You could argue the same of most of the evil team leaders, barring Giovanni and Ghetsis (the former of whom was humanized to a degree in Pokemon Origins, to the extent that that matters). They all had goals that were at least in some way driven by a (sort of) positive wish, but their methods and the collateral damage that would result from those goals mattered as well.

Rose was for all intents and purposes the same as Maxie and Archie, knowing and accepting of the reality of his actions up until he realized the scope of it was beyond his control. Lusamine was debatably even worse than those three, as she was very much aware and uncaring of the reality of her actions. They had debatably good intentions and morally ambiguous to outright evil methods, but she didn't even have good intentions behind her actions; just selfish desire and apathy for everything around her.

Nah some of the Aether workers were defnitely in on it, one of them said something along the lines of "Now that you've discovered the darkness at the heart of Aether we'll have to make you disappear." That's not something an innocent conservationist would say

I doubt that they would have a specialist for almost every typing, but leave Rock out.
Although they have Klawf as a boss Pokémon, so maybe they think that fulfills the quota.

There are several Titan Pokemon though. The earthworm (Steel) and the crane (Flying/???) are also bosses.
But yeah, I would assume there's one important NPC that uses Rock types.

Also if I'm not mistaken, rock seems to be the typing with fewest amount of new pokémon in this generation; and usually when they introduce a type specialist they tend to have them utilize at least one new line pertaining to that type.

To be honest though, Rock might be the worst typing competitively--even worse than Ice. It would be a shame if there weren't more good Rock types added this Gen. It has a lot going for it, but despite having a lot of slow bulky Pokémon, it's tied with Grass for the most weaknesses with 5. Oh well, it will always have Stealth Rock.

They’ve had prior regions with a single type specialist missing, no? No reason it couldn’t happen again.

It’s certainly interesting to see how the prevalence of different types has changed over time. Ghost in particular has gone from obnoxiously rare (to the point of the one Kanto Ghost-type expert really being more of a Poison-type expert) to very common, which I’m pretty happy about since I’m realizing it’s probably my favorite type.

I also think the lack of a notable type specialist in a region can make it interesting and fun to do a monotype challenge run with that type - you as the player get to fill that gap! That’s my favorite way to replay Kalos, a Ghost-type team since that’s one of the missing types.

I don't necessarily mind silly teams, but I feel like the more threatening teams get a bad rap sometimes. They're ridiculous, sure but I love the over the top drama of a world ending threat.

I feel like "evil" teams have been gradually getting less interesting in recent gens. It's getting to the point where I'd rather they got rid of the concept entirely if they're not going to do anything worthwhile with it.

I liked what they did with the bandit trio in Legends, I kind of feel like the sillier (or less threatening) teams would probably be better if they were a small group of characters (kind of like Jessie, James and Meowth in the anime) instead of an entire team.

That said, I do think Mela looks cool....so maybe there's some potential there with the Team Star bosses even if the team itself is kind of blah.

It's also probably likely that there's another team that's actually evil though. Although I hope they're handled better than Rose's team were.
