Where did you see that it is the final game in the series? I wouldn't mind a reboot as long as they make that final Carnolis mission easier but I'd prefer it going.
I'm interested in how Matt joined the Saints. If we get DLCs I'm hoping we get to fight Dex and Killbane, the two antagonists besides Cyrus who are still out there.
A couple of the dev videos over on the Saints Row forums had the Lead Writer Steve Jarros confirmed that it was "The last of the series in this direction" or something similar. It basically means that the game will either be rebooted, or it'll just end after the fourth.
Also, if you're talking about that guy in the poster who looks like Matt; I don't think it's him. This game only takes place a couple of years after The Third, and that guy in the post looks late twenties/early thirities. Matt was only 16 in the Third so....I kinda doubt it's him. It'd be funny if it were him, but I'm doubting it now.
Don't count on any storyline DLC either, as Volition don't like doing that anymore. They've abandoned the character of Dex because they didn't want to "alienate" players who didn't play the Corporate Warfare DLC pack, and they announced that they don't want to do future storyline DLC packs because of this. Most likely, none of them will return as now, Volition tend to scrap most characters from past games that aren't actual Saints.
Saint's Row 3 was good but drifted way from what made it Saints Row in the first play. 1 had the best story and 2 keep it up with even better gameplay. 3 did feel much like Saints Row but it wasn't bad. I think that game should have been a spin-off. Then make 3 a game where 3 more gangs move in, then take down the saints slowly, then the Saints come back towards the middle/end of the game.

100% agreed. Personally, Volition should just make a new series with all of these wacky ideas and return the Saints Row series to it's original roots; not rehash it all with something different. Sure some people like that, but they shouldn't discourage the older fans from it.
Personally I just don't like the Saints Row series anymore mainly because of how arrogant it's makers are. Their lead writer Steve Jarros has hardly spoken about the story of SRIV, aside from the vague "Oh we're fighting aliens, yay!" quotes. All he does is talk about things like the Dubstep gun and superpowers, which are gameplay topics to discuss, not storyline topics. Moreso, they've been asked over and over in interviews about whether they'll get rid of the OTT tone because of the older fans not liking it, and they pretty much cast them out and ignore them.
Honestly, if you went over to the Saints Row forums, you'd find it all in a war, it's ridiculous.
