you should first get a bagon and evolve it
i dont really think that you will be able to capture a salamence

Fully evolve pokemon like Salamence must be aquired through evolution as the are too wild to befriend. The fully evolved water starters appear to be an exception though...

Fully evolved pokemon cannot join your team. You have to train them from their 1st or 2nd form.

Just go recruit a shelgon then evolve it

You have to be lucky enough to recruit the Shelgon, i believe it's very unlikeley to get them (according to my guide, it may be just unlikeley though)

Some fully evolved Pokemon join your team. Shiftry and Octillery and Swampert come to mind...

But Salamance can NOT be recruited...

If you mean Shelgon to Salamence, Shelgon must be at least level 50 in order to gain the ability to evolve to Salamence.

When I go to Sky Tower it says it can join my team,same with Metagross and Flygon.

Most fully evolved Pokemon CAN not join your Rescue Force.
