I sure am asking for a lot of things in Sapphire, as I already posted a contest team... Currently I have six badges in Sapphire, and my Pokemon are reaching level 40. At this point I could use some tips for which moves to keep and which moves to add...

*I haven't used any TM's on my Pokemon so far. I got all of them (except Mudkip) by breeding them in Ruby and trading the eggs to Sapphire to hatch there. So some moves are from their parents, like Iron Tail on Raichu. (And my Shuppet was born with Shadow Ball--yay!)
*I need suggestions for items...

Raichu can't learn Surf... and I believe Seismic Toss is an Egg move. And Raichu's Attack is higher than his Special Attack thanks to being Adamant...

Just rebreed. You have to rebreed for some of the moves like Dragon Dance and Curse.

Surf is obtainable via Pokemon Box. Subpunching is really the only viable set for Raichu. Encore a status effect or a stat decreasing move and Sub to block it while you Focus Punch away.

Knock Off is fun in the Battle Tower. Destiny Bond isn't that good an option because it doesn't have the speed to pull it off like Gengar. Nothing resists both Shadow Ball and HP [Fighting], but again, you'd have to rebreed for it.

Rock Slide is the most useful ingame, but Fire Blast also works if you have no access to the Rock Slide tutor. Bagon can learn both Dragon Dance and Hydro Pump from Gyarados. Altaria learns it at lv. 40.

Needs something that can wall special attacks and a decent special sweeper......if you don't mind I'd suggest switching Roselia and Raichu for Regice / Lanturn and Gardevoir / Alakazam. Regice and Lanturn can take special attacks pretty well, and both Gardevoir and Alakazam are good special sweepers.

Don't use Brick Break on Raichu. It's better SubPunching.

Leftovers can be won at the Battle Tower randomly. You have a chance for every 7th consecutive win after 35.

If you have a modest Salamence, use Elemence
