Scarfs in emerald

Does anyone know where I get the scarf in the emerald version for maxing out a contest stat?

In the same place as Ruby/Sapphire: Pokémon Fan Club in Slateport City. However, an extra requisite was added. You must win a Contest, and the talk with the old guy. He'll then give you a Scarf if your Pokémon on the left has a Contest Stat(s) maxed out.

Thanks for telling me.

And winning a contest is no problem. My Swellow already won twice.
