Can anyone please help me with the secret base?
Here are my questions...

1) Is it possible to get every decoration in Emerald?
2) Are the red and blue tent counted as one decoration or two?
3) Is it possible to somehow trade dercorations between games, and if so how(For example I might want a Emerald decoration like Kiss poster on my Ruby/ Sapphire or I might want both red and blue tent on Emerald.)?
4) Are you able to take a friends base so that you have two(One of the guys say "If I move you can have my base".)?
5) Where are all the decorations (in Emerald) and how much are they?

Can someone please help me?

I don't think you can trade decorations, the tents only count as one item,I don't know if it is possible to get every decration,I don't think you can take a friends base but if you mix records with them you can battle them at their secret base.(they will use the pokemon they had in their team when you mixed records)It's a bit like mystery gift and the trainer hall inG/S/C.
You can get Items from Slateport market,Lillycove dept.clearence sales(advertised on TV)and in fortree city, you get items seperate like the seedot doll from Lanette.

1) All except one of the tents and a Seedot Doll
2) You can only pick one of them
3) No, but if you trade an item to the trader before mixing records there's a chance your friend will be able to retrieve that item. As far as prieviously unobtainable items, I'm not sure.
4) No
5) Most of the cool ones like the Starter's Dolls and stuff like that are in the Battle Frontier, anywhere from 48 to a really big number. I'll check on it.

EDIT: The dolls range from 48 to 256 BP a piece. I really reccomend picking up a Nintendo players guide for Emerald. They've got all the prices and locations for items.

ok,I am just kidding no need to get serius...right!!

1) Yes, except for one Tent (You're given a choice.), the Seedot Doll and the Regi Dolls (Unobtainable outside of Japan or without using a Cheat Device.).

2)Two decorations.

3)Yes you can. In Mauville City's Pokémon Center, you can see a guy in the top left corner. The guy has spikey, colored hair. If your game's guy has a dark green hair (Trader.), you can give him one of your decorations and he'll give you the one you choose. If you have other friends with RSE or you have any other RSE game, you can mix records and get the Trader into another game. In the other game, you can trade any decoration with the one you traded in the previous game. You can do it as much as you want, as the guy is exchanged whenever you mix records. That's the only way to get the Tent you didn't choose and the Seedot Doll.

4)No, you can't have more than 1 Secret Base.

5)There's the ones I remember (I might miss some, though...)

Mats, Posters, Dolls and Cushions: Lilycove Dept. Store 5th Floor, Slateport City, Game Corner, Battle Frontier Exchange Post.
Plants: Pretty Petal Flower Shop (The shop in Route 104, near Rustboro. The place where you get the Wailmer Pail.)
Tables and Chairs: Fortree City. There's a place where they're purchased in one of the tree houses. You can also get 2 in Route 113 (Glass Workshop.).
Ornaments: Those are the most disperse.

-Red/Blue Tent: Trick House (Complete all 8 challenges.)
-Glass Ornament: Beat all 5 Contests in Master Rank and get painted in the Lilycove Museum of Art.
-Silver/Gold Shield: Beat Battle Tower 50/100 times consecutively, and then talk with Scott.
-Bricks and Baloons: Slateport City Market.
-Other: Lilycove Clear-out Sale, 6th Floor in the Dept. Store (It's announced on TV after beating the Elite Four.).

That'd be it. You also get a Lotad Doll from Lanette in her house and a Wailmer Doll from a girl in Sootopolis.

The Regi Dolls are unobtainable outside of Japan (E-Reader Set.) or Cheating Device...

Hope this helps.

Totally off topic, and that is SPAM (I am talking about the message before Orion Master). Anyway, most of the big dolls and even the dolls like Chikorita, Cyndaquil, and Totodile are expensive. I recommend facing Frontier Brains over and over again because they give you 10 BP plus the BP you would normally earn from beating that round of trainers. Or you can use the gamble method when you have three symbols. Getting decorations in Slateport, Fortree, and Lilycove just take up money, and all you have to do is wait for a clear-out sale on the rooftop of the Lilycove Department Store. Getting all possible decorations takes time, but they look really cool.

You are able to get both tents? That's news to me, but now I'd really like to try it. Does that mean it is possible to get a Seedot doll in Emerald, trading it to that guy from Ruby? Once again, I really hope that's true. I forgot about the Regis in my post. If only they were real here in the US....

Yep. And it's true. The Mauville Center guy has many forms, though...

If at least one of your games has a Trader, you can get the decorations. Just talk with the guy (If he has dark green hair, he's a Trader.), and give him any decoration (Say, Red Tent.). He'll then give you some crap (He's got some common ones by default.). Remember that you can trade only once until you mix records again.

After that, mix records with your Emerald and go to Mauville in it. The Trader should be there, and he'll have the Red Tent. Trade it for anything and then mix with Ruby to trade the Seedot Doll. It's simple.

However, if any of your games has a Trader, you'll have to start over. The Mauville guy is determined by your ID Number, and can be a Storyteller (Brown Hair.), Hipster (Red Hair.), Bard (Blue Hair.), Giddy (Yellow Hair.) or Trader (Green Hair.).

And yep. It's a shame the Regi Dolls are unobtainable outside Cheat Devices...

Cool, thanks for the help Orion Master. I know what I'll do first thing tomorrow morning! Now the hardest part is simply deciding what to put up. Thanks again.

Thanks everyone who answered my questions, but I have a few more:
6) I have 6 plants from the flower shop, but how do you get others?
7) Where are the last 2 chairs?
8) Where are the last 2 desks?
9) Where are the other mats beside the note, jump etc, and move (fire blast etc) mats?

Thanks again!

6) All plants come from the flower shop. The rest is room for doubles
7) Probably the Pretty Chair from the glass workshop, right? The other is a double
8) Same as above
9) The notes, jump, glitter, spin and move mats are all that I know of.

It doesn't give location, but if you want a checklist of sorts check out the main site. Go under Ruby and Sapphire, then look to the right. Under the Miscellaneous Section is The Secret Base. It'll tell you every item you can get.
