Given that Goh is pulling out his poke-dex, he will either sneak in a capture, dex Chuck's pokemon, or someone evolves. I am leaning towards him dex-ing Chuck's pokemon.

Just pointing this out but it’s very rare for the evolution of one of the main characters Pokémon to be in the VA list for the evolution episode when the evolution that is appearing in the episode is going to be owned by the main character.

So for instance if Ash’s Riolu was going to evolve here and Ash’s Lucario has the same VA as Ash’s Riolu then Lucario wouldn’t show up in the VA list for this episode as Riolu takes precedence over Ash’s Lucario.

So basically Ash’s Lucario not being listed in the VA for episode 39 doesn’t really mean much.

If anything the VA list that you should look at to see if a Pokémon is evolving would be the VA list for the following episode after the supposed evolution episode.

Well There is a possibility bea might use machamp And it's a Pokemon goh has never seen before he might be checking machamp pkdex entry

Namikawa voiced Aaron's Lucario in movie 8 and Concombre's Lucario in XY, and he's also the voice of Lucario in the Smash Bros games (for obvious enough reasons - when Lucario debuted in those games the movie 8 one was the only relevant Lucario, so he was THE Lucario VA at the time).

But there's no such thing as dedicated voice actors for specific Pokemon species - individual Pokemon have individual voices because... they're individuals. Namikawa doesn't voice "Lucario", he's voiced two specific Lucario. Other Lucario have been voiced by other VAs. This is the case with all other Pokemon species as well. It's possible they'll recast Shindo when Riolu evolves because they want Lucario to have a deeper voice, but there's no reason to assume Namikawa would be the one they'd cast.

Aside from Kotetsu/Cameron's who kept its female VA Rikako Aikawa from its time as Riolu, past Lucarios were voiced by Daisuke Namikawa (only the movie and Gurkinn's though, and I feel like they cast him for Gurkinn as a nod to the OG since his was a veteran with a small role, so I don't expect him for Satoshi's), Daisuke Sakaguchi (Sumomo/Maylene, Riley/Gen) and Kiyotaka Furushima (Corni/Korrina, Souji/Sorrel). None of them are in the cast and none of the VA's who are seem particularly fitting imo, Miki maybe but he's already Farfetch'd so that'd be a little awkward imo. Furushima still regularly plays side characters so I'd bet on him. Yuichi Nakamura could be interesting though, I don't think he's voiced a Mon before. Kukui's VA Keiichi Nakagawa voiced Lycanroc so that'd be a funny parallel.

Well she is shown to be a fighter who wants to battle more, and fighters generally just accept any challenge its there personality.

Except Butterfree apparently where its rare for anyone other than Rikako to voice. Is there a reason for that?

I wish the dub did care about individuals outside of rare cases like Ash's Snivy and maybe Ash's Riolu?

I agree with this. There's no reason to do that specially if Chuck stays for only this episode.

It makes sense from a financial standpoint but since this return is most likely for only one episode and whatever his role is, it could have been filled by just any other fighting type specialist, I can't help but wonder why neither try bringing the original back or just use other character instead. I think I recall reading, Bea's lost to Chuck. So why not have her losing to Marshal instead? He has yet to show up in the show.

Really, Marshall would have been perfect here

Meh, just because they are here, doesn't mean they will battle. Ash could be having a short training scene in the greenhouse in the beginning for all we know when Goh runs to him and tells him Bea is in Johto. Everything seems to suggest 1 on 1 right now. I guess the preview will shine more light.

This, honestly. I can’t have any worries about Chuck’s new VA or any other character that hadn’t more than three previous voiced appearances. Seriously, it isn’t that important, gym leader or no. Different of Surge, however, it’ll be good see another character from OS make a physical come back.
