ok i was checking and in some of the attacks in the attackdex they were mostly lvl 5 pokemon? i even saw lvl 5 blazikan and blastoise and dragonair and MANY more

It's called action replay.

It's what the move tutors are for. You can teach any pokémon any move that they can learn at any level for a Heart Scale in R/S(/E).

thats actually wrong. only if they are above the level they can learn it at. and yeh serebii has used action replay to catch any desired pokemon at whatever level, and to create any TM.
