Shinou City question

Hmm i'm prity sure since this is exactly Pearl And Diamond it go's here.
Is there any one place in Shinou thats a center of scientific reasearch or a large data base on the oceans around Shinou.
I would apreciate any help as I need this info for my fan fic

Ah I thought of asking on the P/D section but since my question was'nt exactly about the gameplay I thought I may be acused of time wasting.
Allso this is were I have asked geographical questions in the past
And the game faqs guides are terribly incomplete. Any labaoratory or place were they may have info on the weather and or sea patterns.
