Shiny Pokemon

Alright so I am fairly new to this forum and i have been hearing alot about shiny pokemon, and I never knew you could get them in pokemon r/s. I have seen my friend come across a shiny pidgey in silver version at the very begining of the game, we were pretty confused. So i would like to know how you get these shiny pokemon, ive heard talk of ID but I know nothing about this. Are these shiny pokemon only avalible thru gameshark or action replay??? Please tell me.

PS. I apoligize if this has already been posted somewhere but I looked all over and didn't see anything similar to this. Please just someone give me an answer before it is deleted. if it is. Thank you.

Luck is all you need to get shinies, they can appear everywhere, eggs, wild, frontier...

Yea what Volteon said,but you cant get them via ingame trade, neither can any of the NPC's have them.
