First this belongs in the Shiny Discussion for R/S/E it is right above here. You have to wait until you get in a battle with it.It will show if it is shiny or not.

This would go better in the shiny FAQ. As for your question, iirc, you don't actually battle him, so you should be able to SR the first time you battle him. To test it, catch him, check his nature, and turn the game off without saving. Then do the same thing again. If the nature is different, then you can SR.

it's all about luck my friend. If you despretly want a shiny just save before it and then battle. If its not shiny just reset it

Soft reseting is when you press A+B+start+select, it like turning the game on and off, but it skips the game boy intro, so you can save in front of one-ofs and keep doing it until it's shiny.

o.0 you can do that?! wow... *goes get gameboy* ok... A+B+START+SELECT... (infront of raquaza)

(BTW: can you do that w/ any old pokemon? like in the wild, not going up and pressing A to battle it? And How long would it take to get a shiny?)
