Flawless = 31 (Max) IVs in every stat
RNGing is the process of finding the specific time the game will generate a pokemon with the exact stats you want (shininess, IVs, nature, etc) and getting your pokemon at that time.
Basically, the only way to get perfect pokemon legitimately
