How can I get Shoal Shell?

Im in the Shoal cave, but those stairs are not complete...
I dont get it.

The Salt is easy, but I cant get the Bell with salt only

You have to come back to the game 6 hours later (in real life) so the tides change and you can get to the Shoal Shells.

At High Tide you get Shoal Shells.

At Low Tide you get Shoal Salt.

There are six hours in real life between High and Low Tide, so just come back in six hours and hunt for those Shells!

Study it a bit so that you know when you can go in for the shells. Or you may go there one minute after the tide or something.

If i remember rightly: Low tide is 3am-9am&3pm-9pm
High tide is 9am-3pm&9pm-3am
shoal salt is found at low tide
shoal shell is found at high tide

If you have the berry glitch and haven't fixed it,the tides will never change.So fix the berry glitch first if you have it.

I think with Shoal Shell you can get Shell Bell
