Ivs: 7/20-22/22/8/30-31/21

Yeah, the Hp and Sp. Atk sucks. Should I use it though?

I wouldn't use it.
It needs good IVs on special attack for Latios to be more effective.

IVs don't really matter that much in-game but if your planning on using it competitively than don't

Nope, it wouldn't be very strong. SO don't use it, either get a different pokemon or fidn another Latios.
