Er, if Shuckle goes first with swagger, Gyarados hits itself and shuckle uses toxic, Shuckle will win.
If Gyarados goes first with ice beam, Shuckle survives but has minor than half the HP left, It can use rest or swagger or toxic. If it uses rest, Gyarados can knock it out when its asleep, Because shuckles snore cant knock it out enough fast. If it uses toxic, Gyarados becames poisoned but knocks it out. If he uses swagger he can continue with rest but when gyarados snaps out it will still have increased attack. The one that starts wins. But Gyarados often has high speed, so i vote for him.

Gyarados is always faster than Shuckle. No exceptions. Despite the shitty movesets, Gyarados would win with Super Effective Surf.
Gyarados needs one move to beat Shuckle: Taunt. Give it Taunt and you'll render Shuckle more useless than it already is, if that's even possible =/
If you actually want your Shuckle to win, use CBShuckle with 252 Attack EVs, Adamant Nature, and Rock Slide. Apparently it OHKOs a Charizard(lmao).

Shuckles have 3 weaknesses,
1. Water
2. Rock
3. Steel
Gyarados here has surf so bascically its best for him to use that conbined with rain dance.
When I encounter a Shuckle I usally have my faithful Steelix with me who is uneffected by toxic, never does much damage to himself from confusion and finally - one Iron tail always seems to KO any enemy Shuckle of equal level.
In this vote I'll say Shuckle as although Gyarados has surf, he doesn't have much Sp.Attck for it to be of any real good effect. If Shuckle uses swagger then Gyarados is sure to nearly kill him self from a confusion hit as Gyrardos allready has a high attack and rarther poor defense. And then Toxic is just there to finish the job if ever Gyarados is left with low HP after striking himself.
If I had a shuckle I would have given it Double team instead of sleep talk and given it that berry that wakes you up after first time sleep.

I'd say Gyarados, but nothing is 100 percent certain. It could go either way, but I think Gyarados would come out on top most of the time.
