voltorb is just too simple, so making it into your chibi style is kinda a no-brainer.

Meh, nothing special; No shading or anything. Not sure if thats the style for that type of drawing, but shading really does help make it look better ^^

Apparently since this tutorial teaches us next to nothing, I'll provide some help. Here. For humans, first.
Note the lack of detail (fingers, noses, other extremities), the strange proportions, and the exaggerated expressions. This is what defines chibi.
Pokemon chibi tutorial. Sort of.
What I do is make a random shape that's befitting of the general form of the normal pokemon, then constrain the proportions to fit taht shape and exaggerate eyes and limbs.
