I have a skarmory with this moveset:

Spikes
Toxic
Fly
Steel Wing

My stragedy with skarmory is to first badly poison the foe with toxic, then on the next three turns use spike. By the time i finished using spike three times the foe would be down to about 40% HP because of toxic, and just finish it of with steel wing which will also hopefully raise my defense. Then obviously the next pokemon that my foe will bring out will loose alot of HP because of spike x3. I only have fly because i need it for outside and i cant be bothered to have a HM slave and keep putting it and taking it out of the PC.

Obviously people have different opinions about moveset but i strongly recommend that your skarmory has steel wing, spikes and a flying type move. Every pokemon should have at least ONE move type that matches their type. I dont really like roar because it always attacks last and if you keep on doing it your going to loose alot of HP. Also setting out spikes three times is more than enough HP loss for your foes opponents. I prefer to have toxic. But hey thats just me.
 
First off, Cheerful Nature doesn't exist. I think you mean Careful.

Second, the best Skarm set is HP Flying/Spikes/Whirlwind/Rest. Whirlwind because Mr. Mime lols at Roar, and Hp Flying because it's the next best thing to Drill Peck that you can have while still using Whirlwind. But I suppose you won't be able to get HP Flying InGame, so Drill Peck and Roar works fine. I don't think I've ever seen a BP InGame anyhow.

Greek God.....Toxic doesn't work on Skarmory unless you have a TSS Team. Fly is alright in the game, because the opponent doesn't ever switch out. Don't advise it, though, because Aerial Ace/Drill Peck/HP Flying are all better moves. Steel Wing accomplishes no purpose, as Steel is a horrific Attacking Type. Skarmory needs no Defense boost, anyway, Base 140 is awesome.

Actually Drill Peck+Roar>HP Flying+WW. Mr.Mime only appears on crappy BP teams that are easily beaten :/

Well, the only other Soundproofing Pokes are Electrode and Exploud, so unless there are a lot of those around (which I think the answer is no) then you'll be fine using Drill Peck and Roar.
