Sleep clause question

Lets say you start off a match and your opponent has no Pokemon asleep. However then they choose to use the rest move. Would this count as your opponents first sleeping Pokemon; meaning you cannot sleep any Pokemon till this one wakes up? Or would it be possible to put another Pokemon to sleep even if one is currently resting?

If one pokemon is resting (i.e. uses rest/did self-enducing sleep move) on Team A, another one can be put to sleep by a sleeping move such as spore.

Also, Effect Spore does not cause Sleep Clause to take effect.
