How does Smeargle learn Lock On, Sheer Cold, Spore because where are you going to find a Breloom or Articuno in the Wild, so what do you have to do.

Double battles.
Simple and easy :)

you put smeargle and Breloom in a double battle, make breloom use Spore in the opponent, then sketch it.

Make sure Smeargle is slower.

Well here are some pokemon that learn them and I think some trainer in the game has them:

Lock on- magneton, a trainer probably a triathlete.
sheer cold- walrein glacia's walrein knows the attack.
spore- I think sidney's cacturne (not sure).

you can also sketch them in secret base battles, but double battles are easier.

no, cacturne doesn't know spore. no in-game pokemon does, at least not in R/S/E.
 
Use:

Magneton: Lock on
Articuno, Walrein or Dewgong: Sheer Cold
Paras(sect): Spore

This is the fastest way for the last move: Mean look/Spider Web

Yay for Double Battles.:)Just have Smeargle and [/insert pokemon you wish to Sketch] in a Double Battle. Make sure Smeargle has lower speed and let the other Pokemon attack with the attack you wish your Smeargle would have. Use Sketch on the Pokemon, and, ta da!

Easiest way is to use move deleter man and then head for the underground passage with dittoes. When the dittoes transform into your level 45 dewgong that ONLY knows sheer cold, then it only knows the same moves, and will constantly use sheer cold. Removes a LOT of the risk.

Spore- Parasect and Sheer Cold - Dewgong are your best bets.

Remember to max speed! Doesn't take much to take a Smeargle out.

but you're not going to find a shroomish in the wild at level 54, which is when it learns spore.

i already said that.......
and an paras(sect) learns spore way faster then an shroomish lv25/lv54

I have a smeargle exactly like that! it has spore, mind reader,(instead of lock on) sheer cold, and mean look. Max out its speed then I put the rest into both defences. It is not that bad. in fact it does very well!

Lock-On: Magnemite/Magneton
Sheer Cold: Kyogre would be easiest since it knows it right off the bat, but any other water Pokemon with it will do.
Spore: Use Paras/Parasect. If you can't trade, then you'll have to get that Lv. 54 Shroomish.

And that's basically it.
