ok, i know serebii.net had the answer, i know this thread will probally close,
and i ain't to smart so i could'nt read the directions on the poke`dex. so is the first floor of icefall cave right through the cave entrance? or is it up the waterfall?

According to my guide it's NOT in the main room where you come in, but you can find it in the other two main rooms, either up the waterfall and down the stairs or right into the cave that you should be able to see when you surf in the water right at the beginning.

This strategy is useful to catch it. It is in the room with cracked ice tiles. Walk in, and if the first poke you meet is no sneasel, walk out, and do the same thing. This is how I caught 20 of them.

Remember to have a variety of Pokemon with you, since sometimes the first Pokemon in your party affects which rare Pokemon you see. (I lie not)
