k just a few questions.

is there any way to get to 8 and 9 island without going to a special event and getting a special pass(without using a cheat)?

is there an easy way to catch the legendary dogs?
as i know they move if you fly, but when i look at my pokedex, i try and run to where it is, and it moves.

first question:no
second question: go to some route in Kanto(not islands) choose bicycle and use max repel and save the game. When repel effect wore off and you didn't see dog, turn off the gameboy. Try again with this proces. Dog will be appeared after 25-30 tries.

You can't get to the Islands 8 and 9 without the special ticket from a Nintendo event.

As for the Legendary Beast, do not Fly. Do what Dark Aerodactyl said and Bike around the spot that it says the Beast is in, and use some Repels. Another good trick to do is bike back and forth between a city and a route, so it alternates each time. After like 10 seconds, check your Dex and see if the Beast is near. Once it's near you, bike to that area and just start searching. If it's not near, then just repeat the process of biking back and forth between a city and a route.
