On the main site www.serebii.net by POTW By steelix it says: Protect, Toxic, Earthquake, Rock slide. now it also says that steelixs rock head is useless here since it doesn't have a move that gives any recoil damage. but he does learn Double Edge so that guy should better change it!! LOL Its true

I guess this moveset was made before Emerald/FR/LG came out. Before that, there wasnt any possibility to teach it Double-Edge. Besides that, the older movesets on serebii.net suck anyway...
