Why aren't Cacnea or Cacturne affected by Sandstorm, if they're not Gorund, Steel or Rock-types? Or it's just an exception for being a cactus?

They have the ability Sand Veil, which also protects from Sandstorm.

Cacnea and Cacturne aren't affected by sandstorm because of their ablility, sand veil, which not only ups their evasiveness in battle in a sandstorm, but allows them not to be affected by sandstorm. They are the only grass types with that ablility. They are desert themed pokemon after all.

They live in Sandstorm and they have the ability to stay there and not to be hit by it, maybe. Sand Veil.

Um look at its ability!! They gave it that ability so it could be in the desert
