They are located in the south, obviously. xD
You need the "Eon Ticket", which is avaible at various Nintendo events. Or, if your friend has the ticket on his or her game, you can mix records with them, and have the ticket transferred over to your game. Also, if you have an E-reader, there is an Eon Ticket card which has the data for the Ticket within. Before you can use the ticket, however, you must beat the Elite 4, and such. Once you have met those requirements, go to the port in Lilycove, and talk to the lady in the port-building, and she will notice the ticket. The ship will take you to Southern Island.
