Is there a way to get the special wallpapers in non-japanese emerald?

Yes. You have to go to a special website that gives you a code after you punch in the way you want your wallpaper. Then you say that code to the little girl in Rustboro City and it makes her smile (yay!). I believe the link is on Serebii.net in the special box papers section of the Emerald version section.
