Yes but he stands out because as of the remakes and rematches, he's the only one I saw who had a pokemon who was not of a type that is their own. And once again, there were other Electric types he could have used for setting up Rain or with a ground immunity.
Raihan pretty much does the same thing only in the form of Double battles. Gigalith and Sandaconda don’t really fit the Dragon type theme very well.

Drizzle Pelipper is a great addition to his team. Trying to beat Ein in Colosseum with rain up and his Thunder spam was a nightmare.

I've heard that the gym had a math puzzle as a pun on Drifblim's ability - "Aftermath" - as in you only fight the leader "after (doing) math."
Well considering that Aftermath has a completely different name in Japan, I'm gonna chalk that up as pure coincidence.

Drizzle Pelipper is a great addition to his team. Trying to beat Ein in Colosseum with rain up and his Thunder spam was a nightmare.
I think a Drizzle Pelipper is genius as having 100% accurate Hurricane and Thunder can be pretty devastating to deal with as any Electric Pokémon you try to use on it will most likely Confuse it with Hurricane and thus you could end up wasting turns while getting hurt from the Confusion.

Not judging it's just I thought it was pretty clear they were talking about Fantina's original gym puzzle which was just a bunch of math problems, her gym's kinda infamous in that regard. I personally didn't mind it but it was a pretty dumb puzzle because it in no way related to her preferred typing or personality unless Fantina secretly likes math.
It... really wasn't all that clear from your overly dramatic post, and I too spent countless hours on the originals. For such an emotional post, I was expecting something "more" than a puzzle that never bothered me either way.

Still i hate the fact that her gym in Diamond and Pearl just happens to be in the 3rd major city, but you don't get to fight her. You have to wait until defeating Maylene and Crasher Wake and have the HM Surf. This roundabout rule for a the gym leader is so annoying.

In platinum there is no restriction like that and when you reach Hearthome city she is fought 3rd.

In platinum there is no restriction like that and when you reach Hearthome city she is fought 3rd.
What's so annoyin about doing a little detour? o.o
The game feels less linear that way for me =]

I just don't like it when specialists have a pokemon which is outside of their type. While others may bring up a pokemon like Drapion, at least Drapion is a giant bug for Aaron, Pelipper is random as hell and has nothing to do with Volkner in the slightest and is just as stupid as Octillery.
Him carrying a Pelipper makes the battle more difficult - full stop. It guarantees the weather is set up in his favor for at least part of a battle. Using the move Rain Dance instead would waste 1 of his turns, and you might be able to OHKO that Pokemon before he can even use Rain Dance. So the Pelipper is more advantageous for him since it doesn't waste a turn to set the weather. And who doesn't want a more difficult gym rematch? It's more fun if you have to work a bit harder.

What about Viridian City and Giovanni? You literally reach Viridian City five minutes into the game and then five minutes later you can walk up to the Gym. You have to literally make one giant loop around the map before you can enter Giovanni’s Gym. Going through to two major cities before being able to battle Fantina is nothing compared to Giovanni.

The same happens in the fire gym city in Swsh
It's minor compared to one gym in SwSh. Giovanni had the excuse that he was a busy crime boss shaking down the the Silph Co boss for the Master Ball schematics so he mass produce it and use one to reclaim Mewtwo. He can't put his team rocket organization inside a gym, too risky. He may have put a sign that says he'll return but not when. It was made for suspense.

But Fantina has no logical sense for her delaying it, they didn't even hint at if she was away doing contest performances. Personally I'll demolish her gym and beat her real good when i fight against her.

Yeah I don’t like when they give Pokémon outside of their speciality something that a Pokémon of that Type can do (especially when that Pokémon doesn’t fit the trainer). Something like Rotom Wash with Rain Dance fits much more as it also has a way of dealing with Ground Types with Hydro Pump and its immunity via Levitate. Something like Gyarados on Dragon Type trainers teams is fine since the Pokémon fits with their speciality more. But it’s not something I’m going to lose sleep over

Pelipper with Drizzle means the rain is guaranteed, provided its opponent doesn't block or replace it. Plus, it can attack the same turn. A Rotom could theoretically be taken out before it uses the move. And even if it didn't, it still has to waste a turn setting up Rain Dance before it could launch an attack.

That’s a lot of hypotheticals that you can also apply in favor of Rotom and against Pelipper like how slow Pelipper is and any Electric type move will OHKO it where as Rotom Wash is likely to survive most moves and is faster than most Grass Types, its only weakness.

Or they could give him both instead of having Pelipper be the sole rain setter on his team
