starmie and togekiss moveset

i have a question about starmie's moveset,
im thinking of using the cliched moveset of
starmie @ leftovers
timid nature
-ice beam
-surf
-thunderbolt
-recover/psychic
but after going over its moveset, i realized that it could learn powergem (rock element that does 70 damage) which is a special attack thus makes use of its high spatk stat. I was thinking of replacing thunderbolt with powergem but by doing this it would lose its advantage over watertypes but gain an advantage over ice types. should i consider using power gem?

also as the thread title suggests im looking for a togekiss moveset.
