Well Infernape, a.k.a. the smallest final evo of a starter can learn it. Because of this I was literally shocked when Samurott and Serperior didn't learn it.
But, it really wouldn't be the first time something like this has happened. :/

Ekans is still taller than Infernape lol. Dang GF and the ways they measure snakes and other similar reptilian Pokes.
With that being said, Jalorda/Serperior is the tallest Generation 5 Pokemon. Which definitely took me by surprise.
