i started again yesterday with ones i wanted to start with like dratini and tangela on leaf green i also have a staryu

im at cerulean before misty i have beaten her gym trainers i want to ask do you think i should evolve staryu? i am planning for the moveset

surf
thunderbolt
psychic
recover

it has already learned recover i have given it water pulse and will trade the other tms with other pokemon it is level 20

WTF dont listen to Masumi just evolve it he's stats wont go lower or something if you evolve now just learn it: Psychic, Thunderbolt, Ice Beam, Surf and be don with it

Let it evolve and go for:
surf
thunderbolt
psychic
recover;
like you said. It will be a good Starmie then.

indeed evolve it, that way it becomes a psychic type. your moveset looks just like my old starmie's before i restarted.
