I fnally got a staryu with a modest nature, I've already taught it psychic, surf, thunderbolt and ice beam, but should I evolve it early or later.

The usual (and obvious) moveset requires mostly TMs, so you can evolve if you want to.

It depends what level it is, only use stones if you absolutely have to

when to evolve staru

i would wait till it was at least level 4o then evolve it but at level 35 give it
as much drinks as it can take
max out attack
maxout deffence
max out spdefence
max out spattack
max out speed
till it wont take any more on each one

WTF? No possible way to max out all it's stats. And evolving it at 40's a bad thing, too (if you want to EV train). Anyway, train only in Sp. Atk and Spd.
