I'm not sure, but my guess would have to be the Good or Super Rod.

Super Rod. It's uncommon I think. It acted like it was very rare when I went to catch it. Took like 30 tries.

try to have a pokemon that has illuminate/chincou or compound eyes/nincada
staru has star dust as a held item in the wild and nincada will give you more incounters with that pokemon

Use the Super Rod; I got it on my second try.

Use the super rod in all versions. If you are playing emerald, have a pokemon with sticky hold/suction cups first in your party to get more bites. They can be holing stardust or, very rarely, star piece.

I used a Super rod in the north-eastern area of Lilycove city, while your still on land. 90% of the time you will get a Wailmer, but Staryu is pretty common as well.

True. You can only catch a Staryu in the right side of Lilicove with a Super Rod. It won't take that long. It took me three tries.
