Thunder Wave > Flamethrower on Togekiss, Modest nature.

Stone Edge > Crunch on Torterra and give it an Adamant or Impish nature. You could also replace Leech Seed for Swords Dance.

Impish nature for Steelix. I like the following set:

- Stealth Rock
- Roar
- Earthquake
- Gyro Ball / Stone Edge

No STAB for Arbok? Give it Gunk Shot or Poison Jab. Hold item: Choice Band.
