you just have to get used to it, once you do its really easy to read.

Those dots are chracters that mostly blind people can read, but not by looking them, touching them, and since in the GBA they aren't rough, this is nothing for blind people. You should read them yourself, but first you need to learn them.

It is most likely Braille, it is used to find the regis in RSE use google to find a "decoder"

Yes...it is indeed braille, or a very close replica of braille. I studied Braille as well as sign language....But you probably dont care.......

It is braille. But, just so you know, you should make sure you learn how to read braille in all capital letters. That's how it is on Pokemon. Trust me, I used an Almanac and it had all lower cased letters in it. ^-^;;; No wonder why I didn't get what the heck it said.
