In all the games, old and new,which gym leader is hardest to beat.Think about what level your pokemon are when you battle them and who takes multiple tries.For me, I would have to say Whitney, on my Crystal, her Miltank is devastating!

yeah deffinitely whitney with her annoying miltank..it could heal itself and can use rollout!!!my pokemons level are just about the same as hers and with her annoyimg pokemons....my pokemons goes down....huhuhu...
