Struggling Blissey?

When I was in the Battle Factory i was against a Blissey, the battle lasted for about 30min., and the Blissey was out of PP's and then it kept using Struggle. You know the attack that Smeargles have.
So my question is: How did Blissey use Struggle when it had 0 PP's for every attack.

It's attacks were:
Sortboiled/Toxic/Sing/Double-Team

Quoted for truth. Every single Pokemon uses struggle when it's PP is all used up. It can be very dangerous to Shedinja

Smeargles only use it because there only attack in the wild is Sketch and sometims they use sketch before you attack, so the next move it uses Struggle because Sketch is out of PP

yes all pokemon use struggle because when i was using a clefable in the battle factory challenge against a weak slaking,that slaking ran out of it's move's PP and kept on struggling until i destroyed it with double edge

I also had a battle in the factory, but it took longer since most of my team and noland team is double team, and toxic/leech seed and softboiled/synthesis. It took about 45-50 minutes since both of use can't land a hit, but just stall.

This same thing happened to me with Blissey. My first 2 pokemon died pretty early, so my Latias came out. That battle lasted probably 45 minutes because Blissey's defense was maxed out from defensive curl. Blissey finally died after using like 30 struggles!

The worst situation I had with a DT Blissey was in the Multi Battle. Both my pokemon had fainted, and all my opponent had left was a Wobbufet. The only pokemon on the opponents side was said Blissey(also knew Metronome). That battle went on for about an hour. At least the AI controlled the Wobbufet so I could just leave the game and do something else until it ended.
