Stuck at Tohjo Falls

First off, this is my first post at this forum. I'm very pleased to meet all of you!

Anyways, I've been playing my old Pokemon Silver game on my Game Boy Advance. The place I'm stuck at is at Tohjo Falls. Everytime I use surf to get to the other side, the waterfalls block my way.

Now, I do have the HM, Waterfall, but still, none of my pokemon are able to use this HM. Not even my water type pokemon!

So, what should I do?

Do you have all eight badges?
If not you need all of them to get the HM to work outside of battle.
If it's not that just catch a Gyrados, they can learn waterfall.

Do you have all the badges?

If not look for another water type that can learn it or go to the main site and see what can learn waterfall.

You need the eighth badge, go back and beat Clair. That can be the only reason as I'm pretty sure every water pokemon in the game can learn waterfall.

right, you need all the badges in order to use waterfall outside of battle I am not sure if all water pokemon can learn waterfall but I know Gyrados and Feraligatr can learn it.

Exactly. You need all the Johto badges and you must have taught one of your Pokémon the Waterfall HM. Question answered.
