According to the Pokedex and in the Anime, if a Shellder bites a Slowpoke on the tail, it becomes a Slowbro, if biten on the head, it becomes a Slowking.
I explained how it works in the games in my previous post.

In the games a slowpoke evolves into a slowbro by lvl'ing up in the anime you just need a shellder but in the game in order to get a slowking you need to trade it holding a kings rock and in the anime you need one holding a kings rock AND getting bitten by a shellder
