It seems to me like leftovers are kind of useless on a Dugtrio. They have little deffences or HP. I would suggest using a liechi berry instead. Also, does your Flygon have the special attack to pull off those special moves? I would suggest giving him some special attack EVs.

That EV spread for Dugtrio is wrong. Adamant nature, Max atk, enough for 334 speed, rest in sdef. So that it survives Raikou's HP Grass with no CM, iirc.

And don't use Sand Veil on Dugtrio.

Flygon needs to be the CB variety and maybe T-tar can be DDtar?

You have nothing that takes special hits.
