read the latios/latias guide, i can't link directly to the page. it isn't for the legendary dogs, but the mechanics are probably the same so that will probably help you. pallet town is the best place to try this but there isn't an ideal place in kanto, unfortunatly.

Do you know anyone with a Suiccune or have one from Colloseum. If you can get him in your dex you'll at least be able to know where he is.

2.)dont have D/P yet(wont till US release)
3.)I am going to look now!
4.)tell me how this sounds:
i am at rock tunnel(route 10.) I get on bicycle and use max repel.
save. go around in grass until repel wears off. if no suiccune then soft reset.
the lead pokemon in my party is a lvl41 flareon.
is that good, should i find him pretty soon?

Do you still have the Master ball?
-Go to the hidden route house above the celedon city cycling rad entrance.
-There is a patch of grass there.
-Go in and out of the route house and into the grass.
-If Suicune does not appear first time then go back in and come back out again and search through the grass.
-Repeat as many times nesesscary. When the legendary music comes on then you have found him. I guarantee you that this method will find ANY legendary dog in less than 10 minutes!
-Once you see him attack him but do not kill him. He will then run away.
-Save the game. Now he is locked in your pokedex for all of eternity (providing you don't delete or destroy the game..).
-Repeat the method from before. Except this time you have to keep checking the pokedex to see if he is in the same route as you.
