Actually no, not really if you look at it for the most part he hasn't used pokemon owned by the evil team and even in the cases where he has it was where he would show off the pokemon before the evil teams and by the time we see a evil team using one, the pokemon that Ash had was already rotated off the main cast. Plus when you combine it with the fact that the Team Skull Grunts uses Salandndits as one of their pokemon in the anime and Plumeria will likely have Salazzle, no it does not matter if Salandit/Salazzle is one of the fastest pokemon in the Alola region as it's pretty unlikely that Ash will get it, do to the Team Skull Grunts using Salandits and Plumeria likely having it's Salazzle.
Look I can understand likely a pokemon and wanting Ash to catch it, however in the case of Salandit being realistic here it's chances of Ash getting one aren't good as it's currently being used by Team Skull grunts and on top of that Plumeria will likely have Salazzle, and before you try to bring up oh well it doesn't matter because Ash has had pokemon in common with evil team too, but you seem to be forgetting one small fact and that is all the pokemon that Ash has had in common with evil teams where pokemon that he showcased in the anime before the evil teams and the evil teams that used the pokemon afterwards didn't show up until future generations.
