No, since Sub isn't a normal breeding inherited move.

But you could have two games and keep restarting emerald to get to the move tutor, trading pokemon over to that game and restarting it... I think.

All you have to do I think is get a common Pokemon that can breed and give it to that Pokemon. Not sure
